How can I restrict certain users from using the internet on Windows Server 2003?
I have admin rights to the server. I want to be able to prohibit certain people from using the internet. I have read something about changing the DNS address to 127.0.0.1 or something like that, but I’m not entirely positive how to do that? If you could give me a step by step answer, that would be great!

You’ll need to install a Proxy server, and deny access based on Active Directory usernames.
If you have more than 2 users, you’ll have to pay for one. I use CCProxy at home (not to prevent outgoing traffic, but to block ad sites), but that one allows only 3 users in the free version.
Install a proxy, add users, and indicate whether they can or can’t get through; then on the users’ PCs, change the internet settings (in the browser) to connect through the proxy’s IP address for http traffic.
This *only* works if the server is also the Gateway – if it’s just sitting on the same LAN, but other systems have their own connection to the LAN, it’s very easy to bypass it.
To prevent bypassing, allow only IE to connect AT ALL on the LAN (router settings – disable ALL programs *except* IE), and on the users’ PCs, disable the “Connections” tab in the Internet Options window (and the Registry, because the setting can be changed in the registry as well)
