Everytime I play any type of music from my netbook the sound is distorted and scratchy, it will pause then restart, at times it sounds like it is underwater.
It’s horrendous. I’m a complete technophobe so any help is appreciated!

My dell netbook has 3 usb’s an s video and a headphone connection. My tv has an s video and one connection for audio. How do i connect the audio and video? I’m not familiar with computers so many details would be appreciated.
