I recently got an Acer netbook 250 with a crystal eye webcam built in, but it doesnt record video’s do i need to download anything? and if so what?

I got a netbook from Verizon and I was wondering if you could get caught downloading music from the internet.

Remember, this is the netbook version, not the desktop version. And, I’m a total newbie with this stuff, so go easy on the terminology and steps you give, so that anyone, even a 10 year old, could understand .
